I have a copy of The Witcher I bought through Steam. Can I take that Steam Witcher key and "activate" it on Good Old Games Galaxy to add it to my games on GOG?

Ditto for The Witcher 2.

Simply visit the GOG Connect page and follow the instructions under the “Connect Your Accounts” header. Sign into your GOG account, sign into your Steam account, and use the “Import Games” button to transfer any titles you wish from Steam to GOG.

As far as I know, The Witcher games have never been available in GOG Connect and the service has been inactive for months by now.
In other words, GOG Connect is useless right now and tommy5761 gave the right advice.

EDIT: As suggested by Links below, the last available game in GOG Connect was Fort Triumph approximately ten months ago.

For Witcher 1, you only have to use galaxy to get it free. https://www.gog.com/forum/general/the_witcher_enhanced_edition_now_free_for_all_gog_galaxy_users_6edf2/page10

It is used seldomly, but it hasn't been years. Less than one right now actually: https://www.gog.com/news/release_fort_triumph
