You can force VSync through your GPU external settings.
With Nvidia, go to NV Control Panel -> Manage 3D settings, find 'Vertical sync' and change its value to 'Force on'

With ATI cards I assume there is similar option in Catalyst CC.

With ATI cards there is no guarantee that forcing vsync will actually work. Mine doesn't, so I use D3d Overrider to force vsync. Search Rivatuner in google and install it, D3D OR is part of the install of Rivatuner. After you install it don't even worry about Rivatuner, but instead open up the start menu and find the RT program folder. D3D OR should be listed in that folder.

This. I was unable to force vsync in my ATI settings but D3DOverrider did it perfectly. Highly recommended.
