Title says it all. It gets to 97% and stops. The drive in question is new, and has about 150GB free on it. I tried another drive, also with over 100GB free, and it stopped at the same spot. For a game less than 1 GB in size, this seems odd.

Let it finish the installation, when it is around 97 it starts to configure and enable some legacy components via cmd screen. But the console can take its time to be shown and finish the installation. Anyway if it stays "forever" probably your firewall/antivirus is being too "protective"

I was just going to write the same thing. Mine "froze" for a while when it was "executing setup."

It might be better to download the install files and install using them instead of using GOG. You should be able to see more error messages in case something like your antivirus software or drive permissions is preventing setup procedures from executing.
