Hi there! I found a way for me to play smoothly without any problems. So...
As you may know there is a one famous site "PCGamingWIKI". If you read info about game from this site you knew that you must install an unofficial patch for game (AiO patch)

But also for smooth framerate with vsync ON you need an "IndirectSound patch".
This "IndirectSound" really help with smooth camera and fps BUT also you could suffer (and you will) from contant crashes "here and there" because of it.
In my case, I don't use "IndirectSound" due to game crashes BUT for smooth gameplay without tearing you need vsynON which works not corretly without "IndirectSound". YOU MAY TRICK THIS GAME!!! All you need launch game in windowed mode. This will force make the game run at your monitor frequency (Hz). So you can play with solid and smooth 60fps and without any tearing. And no crashes anymore! For playing without window borders use "Borderless gaming" program.
