Just finished 9th mission of Roman Campaign, but the ending message of Octavius was buggy. See attached screenshot. Is it something wrong with GOG version of the game?

3 years too late, but this bug also exist on my CD from 1999 (the one with the S3 demo on it). So yeah, it's not GOG-related.
In the game files, the text message is actually there for the 9. mission. It's says:

---
"We have found the gateway and occupied it. Let us remain here no longer than is necessary.

You have completed this mission. The next Chapter awaits you..."
