I am stuck on a game level called "The Midwinter Festival" To increase the level I need to have a lot of rich buildings, but most of the buildings I have are poor ones. I cannot build military buildings and weirdly there appears to be no logic to the building classification.

For example, I have three bakeries. Two of them are poor and one of them is rich, even though all of them are maxed out.

Can anyone help please?

It's based on the earnings of the buildings in question after taxes. They want to have about 30+. Settlers need to be using the buildings in question to satisfy needs lots. This is sometimes a problem: Pharmacies don't get used unless there's sickness in town, and that doesn't occur often. Also Settlers use the first building they come across to satisfy their need, their seeking range is horrible, and they'll use whatever.

You can trick it, if buildings are being used but not quite enough. Stop taxing for a time, so the building earnings build up over time to switch their classification.
