Hi, first couple of times the game opened full screen. Now it opens in a quarter size screen? And I seem unable to change window size.

Could you check game's folder for file named dosboxSettlers2.conf?
You can open it with Windows Notepad and there should be string (just in very beginning) fullscreen=true. If it's set to false, just change it back.
If you use external dosbox application, then check its settings (you can reach it through Windows Start menu) for the same parameter.
