Unfortunately, I don't think Ubisoft really cares about this game (or the series, really).
Fortunately, the expansion pack is compatible with the English version (to be compatible in multiplayer, the two german-only expansion packs are literally a few files copied to a folder in the game directory), so the only problem would be the language barrier. Your best bet would be a fan translation.
Unfortunately, I don't think one exists. :(

my english isn*t the best, but german is my mother language.
if someone could tell me how to translate these files, i would have a look at them.
