Is this normal (since it's such an old game) or are you supposed to get a cdkey with the purchase?

At this point it's normal - Ubisoft doesn't support the game in any way.

The registry file in the game directory includes a key that's the same for all users, apply that: https://support.gog.com/hc/en-us/articles/360008480314-Settlers-3-Ultimate-Collection-Game-asks-for-CD-Key-in-singleplayer-mode?product=gog
