you cant promote exising soldiers, but you can train better soldiers at the barracks if you have gold.

just do it how you like. usually im producing a fixed number of soldiers i need and set it to lvl3. if you want to constantly get lvl3 soldiers just set all lvl3 classes to infinite. they will only be trained if enough resources are available.

On a little side note; Mayan actually have a spell for promoting units.
