I can't recall if there is a shortcut or not, but if there isn't then instead of clicking S2EDIT you have to go to the DOSBOX path, launch DOSBOX.EXE and then type it a few commands:

Z:\> mount c "C:\Program Files (x86)\GOG.com\Settlers 2 GOLD"
Z:\> C:
C:\> S2EDIT

And it launches.
there should be a shortcut in program files but if it's missing here's the original command line so you can make a shortcut yourself:

C:\Program Files (x86)\GOG.com\Settlers 2 GOLD\DOSBOX\dosbox.exe" -conf dosboxSettlers2_editor.conf -noconsole

please note that this is the default path for win7 64bit so if you have installed it elsewhere you have to edit the path accordingly.
The is a shortcut in the startmenu thats works, its called editor

Its found in gog.com/settlers 2 gold
