I'm getting ready for the big assault and I'm trying to get my three boarder forts loaded with troops but no matter what I do to the settings my troops just run in, and run out keeping everything at '1 soldier'. I've had trouble like this before but managed to figure it out but I'm at my wits end here. I've googled and sites say "max out border" settings and that doesn't work. They just all start running from fort to fort and entering exiting never staying. HELP PLEASE.

You need beer for recruitment in Settlers 2 I think. Haven't played it in awhile.

That wasn't working for me and YES you need beer. :D I 'think' I found a solution. I empty everything, let the troops run around for a but, then slowly increase the number bit by bit. I move the bars up one, one soldier enters each fort. I up in one more, one more soldier enters each fort. Eventually I'm at 9 troops apiece.
