I was having some weird mouse issues with Settlers 2 10th Anniversary edition on Windows 10. Right clicking (which should gives you freelook when you hold it down, returning to the normal view when you let go) caused the game to get stuck in freelook mode. Trying to move windows around in the game also resulted in weird behavior where I couldn't then move my mouse cursor above where I moved the window to. It was like hitting an invisible wall before the edge of the screen.

Anyway, both of these issues were fixed by setting the game to run in Win XP compatibility mode.

Just FYI in case anyone else runs into this.
