III definitely has.

IV don't know, but I'd imagine yes, since it uses same engine as III.

II has an online tool for generating random maps

The S2 10th anniversary has a map editor, but the map generator is in the Vikings Addon only. People post the random generated maps on siedler-maps.de

So the S2 map editor can produce random maps also (and Settlers III random map selection is more instantly available - or have to go through the editor also?)

I don't remember. I played it ages ago and don't have access to it now, so I can't tell you if you have the random maps available in main menu or you have to make them from the editor.
EDIT:
I'm 90% sure it's available from the menu, and this video suggests it's so
