I know I can call a getaway car. It works fine with gamepad - press SELECT, then tug the right stick down to select getaway car instead of buddies. How do I do the same on keyboard and mouse? I press F3 (great choice, btw, not even rebindable) and buddy clown machine get selected. How do I request a ride for myself, tho?

Call for a "getaway strike" with F4. F3 is only for the "backup strike". The interface makes it look like both are selectable via the same command, but they're not.

You can select which car will be delivered in a getaway strike by talking to the mechanic at any of your garages, selecting a vehicle, and clicking "Set getaway" at the bottom. (This is what I thought this question was about initially. ;P )
