I know this game is old, however, this game is a classic and I'm sure there's people coming back to play it just like me so I thought I'd let everyone know how to deal with the problems I encountered. This is for the GOG version by the way, I heard that the Origin version was a lot more buggy.
So right off the bat I noticed there were no graphics options in-game. Weird. So I went to the where everyone was suggesting online which is Documents\My games\The Saboteur\SaveGames and went to the config.ini file. That was useless.
Instead go to your program files and go to the GOG files, select games, then click on The Saboteur and find the VideoSetup.exe, from there you can update your graphics settings. Now I could not get the game in 1920x1080 for the life of me so I ran it as an administrator and tried again, still no luck. Now despite all logic; for some reason, when I put it in 1680x1050 then switched it back to 1920x1080 it worked. Go figures.
Now the other problem I had was my Xbox One controller was spazzing out, this one is easy. Just find the InputTemplates.txt file (in the GOG files you were at earlier) and copy all the text under the 360 CONTROLLER section and paste it under the OTHER GAMEPAD section.
Those are all the problems I had :) I hope I saved someone some time from having to deal with all that lol.
