There is a collectible scenic spot on the two smaller arcs. The western one is only reachable by jumping on the arc from one of the buildings. I've seen two approaches (video links below) but none of them are possible in my game. The protagonist just does not jump that far/high (Yes I am sprinting and jumping at the last possible moment).

Does this version somehow have a slightly different jump mechanic? I'm totally at a loss and 99% sure it's technical.
