There are actually some very simple answers to that question. Firstly, short hair styles are easier to model and animate in 3d, as you don't need to introduce hair physics and other dynamic deformation. Secondly, as you've probably noticed the character creator of the game isn't exactly bursting with numerous possibilities, so characters inevitably end up looking rather same-y. -So just like in cheap Japanese anime, the easiest way to visually distinguish characters from one another when their faces look too similar is to change the color palettes. But there are only so many natural hair colors. Hence the prevalence of unconventional dyes.
Combine those aspects with the futuristic off-world setting and the fact that for example keeping hair short has been used for lice prevention in travel, and you have ample technical- and in-lore justification for having a ton of characters with weird-colored hair that is kept short or tied up. Not to mention the fact that the people live in a corporate nightmare setting. Having your hair dyed in company colors might actually be mandatory. And for the outcasts of society, deliberately changing your hair color to not match company colors might be their own sign of rebellion.

The simple answer is: No. Why? "Obsidian Entertainment, Inc. is an American video game developer based in Irvine, California." California is currently best known *the* woke State. So, no, you likely won't see any Mirandas or Ashleys anytime soon.
Just wait out the wokepocalipse.
Simple awnser is: that's the design they went with for this game.
Complex awnser would be: don't expect "bombastic" or very sexualised caracter in every single games, especialy when the specific game you're asking for is a massive critic of capitalism & human stupidity.
