I bought the game after the first DLC was released. When I bought the first DLC all I got was a small setup executable that apparently unlocks the DLC from the game data that I already had installed. (on-disc DLC, anyone?)

But now that I also own the second DLC, that installer doesn't seem to work. I downloaded the additional setup files that had been released with the second DLC, and the installation executable changes the game's main menu to indicate that the DLC has been installed, but the content doesn't exist. In fact, I noticed that the installer adds almost no data to the installation folder. The binary files that were released with the DLC were over 6GB. The installer is only 1MB, finishes in one second and definitely does not add 6GB to the size of the game's installation. How am I supposed to install the actual data of the DLC? All the DLC setup executable seems to do is tell the game that it should have DLC installed when it clearly doesn't.

I'm not sure. It appears you need to first download the 54Gb update file. Maybe that will "unlock" the DLC. I was surprised the DLC itself was only 5Mb. The huge update probably contains the DLC and the small file simply unlocks it.

Okay, it seems to be as I feared. There is no such thing as a "54GB update" for you Galaxy users. The game in its entirety needs to be reinstalled if you want to install DLC. So what I as a traditional installer user need to do most likely is to make a clean reinstall with all the bin files and then run the DLC unlockers.
It's getting even worse now. I thought that I wouldn't need to download 50+ GB of updates like the Galaxy users. I thought I could just get the new bin files and run the setup, but no. The setup executable for version 1.5 aka the version with DLC2 is only compatible with the bin files of 1.5. In other words I'll have to download nearly all of the same data that I already have in my possession in order to add the new data.

This also means that any new customer who buys the vanilla game without any expansions will be downloading all of the data of both expansions when they are installing the base game. That is simply On-Disc-DLC except the disc is a hard disk.

Platinumoxicity:
Well, the GOG rule is:
1. Install game
2. (optional) Install the patches that match the DLCs build number (or whatever it is, the number in the brackets at the end of the install file).
3. Install DLCs
4. (optional) Install patches with a higher build number than the DLC.

If you patch the game to the newest version after the DLCs release, you need the new DLC installers as well (if they are not installed yet)

I downloaded the whole game once the DLCs was released (with all files already updated) and could install without encountering any problems
