I'm from Brazil. I can change the default language with regedit:
Navigate to "[HKEY_CURRENT_USER\Control Panel\International]", change the the value: "LocaleName"="en-US"
[HKEY_CURRENT_USER\Control Panel\International]
"LocaleName"="en-US"
It's worked for me.
