I'm at the point where I need to trade the screwdriver with the cups handler to get the old man's bird, but April can't decide on a prize. I've exhausted dialogue with Tobias, Abnaxus, Nebevay, the old man, Westhouse, the map guy, and I've read every book in the Enclave. Is there some trigger I'm missing, or have I screwed up the order? I've reached this point twice, and each time I talked to the cups handler the first time I was in Marcuria.

You speak to the captain of the ship in the pier and ask him if he can give April a ride, he will say no, in which you talk to the old man in the harbor, he says that the captain owes him a favor, that way you can go back to the cup handler and ask for the bird
