He opens the door. You keep walking against a blocking volume.
If that happens, lower the resolution to 800x600 and turning on vsync. It really helps.
What is it with this game series and resolution?!?
In TLJ1 you had to force 640x480 on the game.exe for the police station not to crash and now this.

Thanks. Just encountered this bug and the fix worked.

Happened to me too. Turning on vsync was enough for me though.
