So, the game for me runs only in a very small window, doesn't matter if it's full screen or not. It's all squished into a very tiny window. Played around with the graphics mode tool but nothing changes it.

Any fix?
I used Dosbox Configurator and changed it to OpenGL. I now get the correct aspect ratio in full screen.

I use:
fullresolution=1280x960
output=opengl
scaler=normal2x forced
That gives me a crisp clear full height image.

If you prefer it blury, those should do:
fullresolution=640x480
output=opengl
scaler=normal2x

If you were asking how to modify the file with LogiDeluxe's changes, you actually need to edit dosboxTLE.conf with notepad. The settings are located there. Good luck!
