Wasn't sure how to delete my message, but I watched a youtube video of this game and realized it is indeed supposed to be "choppy." Which is good because now I don't have to spend a lot of time trying to fix the "problem" since there isn't one.

Haha. Yes, unfortunately the animation isn't very smooth, due to the constraints at the time of making the game. However, there are just a handful of action scenes such as fight scenes which are very smooth and look amazing. They make you wish the whole game was animated like that.
I always found it interesting how the game scales it's animation framerate depending on the circumstance. Probably the most jarring instance is right when you get off the motorcycle at the beginning. In one cut you jump from full animation to the chopyy cinematic animation.
