If you play with these this option turned on, do they influence the game mechanics or they part of the game's atmospheric flavor?

I'm pretty sure it says in the manual, and when you select the option, that this is just for flavour.

wpegg got it right. You only get a few lines of "history", associated to the period and the town. There is no real influence on the game.
