After making Malleolus drop out, I wanted to let Galerius know he could elect himself. In a previous playthrough I had to option to tell him, no it was missing. I didn't ask the priestess to nominate him yet, thinking Galerius might do so himself it I told him the news.

Right after getting the note from the Assassin, I went to Malleolus to confront him. Right after I schemed with his wife to get the note and ask Malleolus to drop out. Everything was set in motion where he asks his guard to let everyone know. However, when I now ask the priestess to nominate Galerius, se says I have to make Malleolus drop out somehow. So both characters are oblivious to what happened.
I will reload my save (it's the second day) and see if I can trigger it again.
EDIT 2: After actually witnessing the priestess announcing it, I could nominate Galerius properly.
EDIT 3: Ulpius still took my money.
