Steam forums seem to indicate they have a censored version so I'm curious if GoG is the same.

It was then patched out of the steam release. No, it is no fake. I have the DVD release and managed to extract the unpatched file to test it myself. The relevant file is data.vis. I can confirm that the scene is dubbed in German and English. Since I don't have the GOG release I cannot say if the scene is censored here, too.
To test it (and access the scene) do the following: Get puppet head, use puppet head with magnesium, close curtain(!), use puppet head with magnesium with curtain. If Gerold simply says somethink like "this does not work" then it is the "censored" version.
