I started the game, and noticed that everything seemed like it was going in slow motion. I fired up Fraps, and saw that the framerate was around 20~ fps in the opening cutscenes, and ~30 fps while walking around in the tavern. I'm guessing framerate is tied to game speed in this case.. I tried lowering all the settings, but nothing changed. I looked over at PCGamingWiki, but I found nothing about bad performance on modern systems. What can I do?

AMD Ryzen 5 1600
Radeon RX 470 4GB
16 gigs of RAM
Windows 10 64-Bit
1680x1050 resolution
