I installed BT IV via GOG and when I try to run it on my Surface Book 2, I get an error message stating that DirectX Runtime is needed. All my windows updates are current with DirectX12 installed on the machine.

Please advise....

I had the same issue. Go to this address and install these DirectX runtimes. It fixed it for me::

My machine is asking me where I want to place the extracted files, but every location I've chosen so far is wrong. What did you choose?

I created my own directory and put the files in there. Then I went into the directory I created and ran the DXSetup exe. After it is working you can delete the directory you created.
