The banner saga 2 deluxe ed only list the mp3 OST, but the seperate soundtrack is both mp3 and FLAC. So, is the deluxe ed. missing FLAC files, or is this just an editorial error?

Yes, it is an editorial error.
The FLAC files are included with the deluxe edition.
