I've assembled the torn note from the countess' mansion and I know it's right, but it won't go together and show that this particular puzzle is solved. How do I get it to work?

just move on the scraps only tell you some information

These scraps never melded, not in the CD-version, not in the DOS-version, not ever.
I'm not sure if that was an oversight of the devs back then, a bug or an intended feature, but you still read the scrap and get some sort of meta-information from it.
YOU understand some things, or at least start wondering about things, even if Tex doesn't really comment on it.
