Hi, not sure my solution match your situation exactly, nor if 12 month later you still need it, but as i just manage to run the game properly on win 10 X64 i wanted to share what worked for me ;)
1) Just as "vDub" stated in his post on this forum:
" Set the Win10x64 compatibility options for "All Users" in the Overseer shortcut as follows:
a) Win98/ME mode
b) Run as Administrator
Leave all other settings blank "
2) Then, as indicated by "HIEI" on steam :
" Download Stinkys MPEG2 Codec : [hiei-tf.fr/Tex-Overseer/stinkys_mpeg2_codec.zip ]
and install it on your system.
To install it, extract the contents of the .zip archive somewhere on your hard drive.
Run the "MPEG-2.exe" file and choose "Install Codec".
Once it's done, you can close the program and delete the directory/files from your hard drive.
Then, in-game, choose "Standard MPEG-2 Device" as the MPEG-2 decoder (if it's not automatically detected) and magic, videos will work (ffdshow is not even required with that so you can disable it when it ask you if you want to load ffdshow. Choose "never load ffdshow" and "never show again"). "
3) Don't know if necessary, but I also:
- In PREFERENCES -- ADVANCED PREFERENCES I disabled 3D SOUNDS, ENVIRONNEMENTAL LOOPING and ANIMATED TEXTURES.
- I selected SOFTWARE in VR RENDERER .
- I selected NORMAL in VR STYLE.
There it is, this configuration works for me, I hope it does for you too.
