Hello, not sure if you are still interested, but here's how I got this INCREDIBLY fickle game to run on WIndows 10. It takes a bit of tinkering but it is nothing insurmountable even for a relatively low-tech person. There are three issues with this game - the mpeg2 error, the in-game midi music and the semi-transparent in-game obejct textures, at least those have always been present for me on a new install.

Right, assuming you've installed the GOG version and get the mpeg2 error you need to install the latest ffdshow filters. Apprenlty, no other codec will do, I tried K-lite and others - no dice. So download ffdshow from Sourceforge or elsewhere, my version is ffdshow_rev4532_20140717_clsid, but anything new should work. Now once you install it, you need to go into the video decoder options once it asks you at the end of installation if you want to do so. There look for Mpeg 2 and make sure it is checked and the option libmpeg2 is chosen. OK this and close and that should take care of the mpeg2 error.

In case you have no midi in-game music you need to download a midi player. CoolSoft VirtualMidiSynth is the go to software for this - free and easy to install. Just get the latest version. You also need to download a soundfont, kind of like an musical instrument set for the midi software to use, get the FluidR3_GM from the CoolSoft website (just scroll down on the download page), make sure you get the uncompressed version as decompressing sfArk files is just an unnecessary extra step better avoided. Place this file somewhere where it will not be in the way, Documents is the best. Also it is necessary to download the MIDIMapper from the same website, newer Windows versions will not allow the game to "see" the midi player without it. Install the VirtualSynth first (it will ask you for the soundfont file, make sure you click APPLY), then the MIDI mapper and choose VirtualMIDISynth #1 as the default MIDI device when asked. Apply and that's it. Make sure VirtualMIDISynth is running every time before you run the game otherwise no music for you. In case you still don't hear in-game music go into settings in the game and choose VirtualMIDISynth as the device in sound options. That should take care of the music problem.

Last, but not least - the textures. Download the latest DGVoodoo soft, unzip the file into some neat folder somewhere and go into the MS folder and x86 foler and copy all four DLL files from there to your Overseer folder (just left click on the icon on the desktop and choose open file location to get there straight away). Make sure you COPY the files, do not move them. Once this is done run dgVoodooCpl application and in the Config folder/Running instance line click add, the browse to your Overseer folder. Once it is added, go to the DirectX tab, leave all as is just unclick the dgVoodoo Watermark checkbox and click apply. Not necessary to do, but if you don't you will have a dgVoodoo watermark image showing in the game.

And that is it. now the game should run as it is supposed to, dgVoodoo also helps to stretch out the image to fullscreen, which is much nicer than the black sidebars you would get on wide angle monitors otherwise.

Hope this helped.
Thank you ylod111, your guide was perfect and it worked also for the version sold by Steam!
I think both Steam and GOG should apply all this to the games they are still SELLING...
Thanks again!
When you run into the other game stopping problems, see my guide in another thread here, that will take you to the end of the game.

Regarding the mpeg2 issue, I tried the same and I still get the same error. Maybe its something more than just to install and select mpeg2 and libmpeg2? I see there are multiple libmpeg2 options. I've not been able to get any of them working. Do you need to move any files after the installation into the overseer folder afterwards?

Edit: Very strange! I have uninstalled, reinstalled and tried again and still didn't work. However for some reason your instructions work fine when downloading and running the game from Steam and not GOG. Very weird.

*I'd delete this post and just let people have at it* But... I wouldn't recommend those instructions ^. You'll find instrutions by me in the other thread that will work on Windows 10, 11, etc and solve more problems to the end of the game. Also some of these instructions are not actually correct (for instance installing something for midi is incorrect). There's some issues that cause people to get onto incorrect answers (midi for example does this, trying to start the game can also do this, some game crashes also do this).

This should be what caused Steam install to work and GOG install to fail to work. Although what I write here doesn't get across exactly my understanding of it. If you find my other thread (randomly posted in the keeps quitting thread), it explains more. I clarified it a bit recently but probably can't clarify it any further.
