Here is a gamer mode walkthrough for Overseer, including list of points at the bottom,
3931 of 4000. Rest is impossible to obtain, because one of the puzzles is bugged (no points for completion).
Under a Killing Moon - one guy completed the game with 1016 points, I think that's all. His walkthrough can be found on YouTube:
