In an effort to avoid spoilers, I will try to keep this as general as possible, but it's near the end so spoilers are inevitable. You've been warned.

So I am playing through Overlord, and I make it all the way to the Art Room. After using the in-game hint system, I figure out how to reach the interior walls, but I can't find the control panel to turn off the security system. The hints say back-right, but I keep looking there and not seeing anything. Of course, I've gotten a lot of half-constructed walls, so I'm not sure if I'm looking in the right area and just missing the blur of pixels that it's supposed to be. Can someone give me exact coordinates? (like, from when I cross the chandelier, which way to turn, where to walk and them where to look? Because I'm tired of falling off and reloading.)

Also, is anyone else having a problem where the video sometimes just will not play? I read the text of what the dialog should be, but the video is just frozen. It's not consistent, either, as I could replay a section and the video would then play.

If you mean when you walk on top of those book cases with floor electrified. you need to go to the backright like the hints say and then look downwards to the side of the book cases one of them will have a security panel. After that you need to activate test mode on the alarm system and walk in the right way.

Yes, the floor is electrified, but I don't see any bookcases. Just works of art. Is there a part of the floor that isn't electrified? Is the panel on the outside walls or on one of the inside walls?

walk across to the art & turn right & walk to the end & then follow to the back, turn around & face the stairs , the panel is in the corner. while you are on the back corner walk forward & you will see the panel.

You need to walk on top of the walls/art holders. From the top of the stairs over the chandelier when you walk on those ledges then find that corner and look downward at the side.
