On a clean windows 8.1 install I have the new dvd version works fine.

I had no trouble at all installing to my normal, fully updated 8.1x64 system. It's weird, but for many older games I've actually found 8.1x64 more backwards-compatible than Win7x64.

I've just tried Overseer on my 8.1x64 pc and it won't even load. Crashes straight away.
EDIT: I did some digging and managed to fix it. Turns out it does not like the community codec pack. If you are running that, you will need to uninstall it. It should then work fine.
