"The setup files are corrupted. Please download a new copy of the program."

I have consistently gotten this message for seven downloads in a row. 7.7 Gigabytes of downloads for corrupted files. I am obviously unimpressed with this and would like help to solve this issue.

If it matters I cannot install it at all, I use WIN 7 64 Bit

EDIT: When skipping the file integrity check (as it always fails) attempts to install anyway provide this message.

"An error occurred while trying to copy a file:
(file path)\ToEE1.dat

The source file is corrupted"

I get the exact same problem and error and I'm using Windows 7 64 bit. I have had this happen multiple times with large downloads (yet anything downloaded on Steam works fine). I have tried running all files as administrator and played around with the UAC settings, but nothing works. No one has ever been able to explain how to resolve this issue...
