So I read where you had to visit the militia leader's home to get the level 1 alternate quest in the Co8 patch. The problem is, all he does is tell me where to find his drunk son, who MIGHT want to join me if I have 100 GP to pay him. (which I don't have)

The quest is mentioned. but never offered. Am I missing something?

Go to the blacksmith first and talk to him. Choose the convo option that says something about wanting 'something different'. Follow that convo path (he gives you a bit of a runaround), then go to Renton.

*edit* All the new stuff is accessed by talking to the blacksmith and asking for 'something different' first.
