Observation 1:
I noticed that whenever I scribe a scroll with my cleric, and that scroll is of a domain spell, the level of the scroll does not correspond to the caster level of the cleric - in fact, it's always 1. Is this intended behavior? Or is it a bug?

With a craft wand feat, you can actually select the caster level of the wand and therefore it's possible to create a wand of barkskin (as an example) with caster level 9, whereas with scribe scrolls this is not so; the level of the scroll is always 1.

Observation 2:
Scribing scrolls with a character that's caster level 2, creates a scroll of caster level 1. I suppose that that's a bug. From level 3 onwards it works as it should, i.e. the scroll's level corresponds to the caster's.

I'm playing with the newest Co8NC and temple+. I don't know if these are bugs, or if so, if they were introduced in temple+, anybody has any input on this?
Regarding the second observation, I was slightly wrong there. The progression of scroll levels copies the progression of spell levels, that you can cast, i.e. Cleric gets new level of spells every odd level and therefore, the level of scribed scrolls gets updated every odd level - on levels 1,3,5,7 and 9. So it's most likely not a bug.

Which leaves us only with the first observation. Is that the intended behavior? Should a level 10 plant cleric scribe only level 1 barkskin scrolls?
