Version 1.0.69. When I run the Temple+ Configuration I have no House button at all, under Walk feet. Running GOG ToEE; Co8 8.1.0, the latest--as of Sept 2013. I have the New Content version of the mod activated, and I even tried 8.1.0 without the NC and got the same result. There is no "House" rules button at all.

There is no mention of this option being discontinued or altered in the latest T+, and so I wonder if anyone has a suggestion...?
In the main menu screen, the version number is indicated in the bottom right. Are you sure it's 1.0.69?

Yes, I've checked that number several times during all of my attempts--I even reinstalled everything from scratch, still no house rules button...have no clue as to what is happening to cause that.

Added 2 screen shots. Temple+2.jpg shows directory structure of temp+ install, Win10x64.

Oh, it looks like some sort of scaling issue that causes the button (and some of the text) to be cut off.
Can you try increasing your screen resolution? Also, are you using magnified fonts? If so try reducing it.

That's what I thought, too, but my desktop runs at 3840x2160, native, and whether I turn on application scaling (shortcut properties) for Tmple+ Config, or not, I get the same result every time. For some reason the .jpg looks much larger in this screen shot than on my actual screen. I could just do a screengrab of my entire desktop, with the temp+ config screen open, to demonstrate--but the GOG filter won't accept the jpeg as it would be too large--I cropped the screens shots from my desktop.

I've tried every scaling mode, every compatibility mode I can think of--and it comes up this way every time.

--Wait!--as we are talking--yes, I have enlarged my desktop fonts as you no doubt know about, through Settings/Ease of Access...! (Win10) Yes--could be your app needs default scaling so I will try that and get back to you...! I have a feeling this might work--the only thing I didn't think of...;) Here's the thing--every other application/game I have that requires default Windows-font scaling displays properly once I set the app/game's shortcut to open with application scaling! I'll ring off now and get back to you shortly!
Bingo! That was it!

Because of my normal desktop res (4k) I scale the Windows 10 fonts to ~132% (versus the default 100%)--scaling looks so good (I am on Win10x64 build 18362.1, version 1903--which is due to be released to the public in a couple of weeks) that I forget I've scaled it! (Settings/Ease of Access/)

I don't know if you can easily do this, but if you can set the Temp+ config exe to request its own font scaling of 100% from Win10 when opening, then the Config application will open in its own Window at 100% default scaling regardless of what I have set the desktop to use (eg, 132% scaling, etc.), provided that I check the box for application scaling in the temp+config desktop shortcut.

It really doesn't matter--as I can just revert desktop scaling back to 100% if I need to modify the House rules in the future--which is no biggie, as it only takes a few seconds to switch the font scaling back and forth!

Thanks for your help! Here's the proper screenshot!

EDIT: Still don't know why the screenie looks so *large* and blurry--must be because I've cropped it, I suppose!

Edit#2: Added screenshot to show what I said in far too many words...;) temple+ConfPro.jpg illustrates the property that ought to force Win10 to display the Temple+configuration window at it's correct scale, regardless of the scale I have set for my desktop fonts. For some reason, it's not working correctly with that little program! But I'm square, now, and thanks for the hints...;)
