So one thing I have noticed to my dismay so far is allthough the game says that Evil Clerics can command or rebuke undead I only ever seem to get my created cleric to make them cower, never control them. Is this all I can do or is there a way to get him to control undead? Whenever Lareth The Beatiful uses his rebuke undead ability they become controled, is this something only he can do?

It's level based.
If you have twice as many levels as they have hit dice, you will command them.
