Twice in the Moat House I've had an enemy get hit and Status says "Damage: Disabled". I can't end combat as the enemy does nothing. It happened with one bandit in the courtyard and with the spider in the tower.

According with D&D 3.5e rules, 'disabled' is what happens when a character reaches exactly zero hit points. They can still make move actions, but if they try to do anything else, they will lose 1 hit point and their status will be 'dying'. If a character has between -1 and -9 HP, then they are 'dying'. They will be prone on the ground and they lose 1 HP per round unless they 'stabilize' (which can happen by itself, or someone can use their 'heal' skill on them). If a character gets to -10 HP, they are dead. Once a character stabilizes, they don't lose any more HP, but they need medical attention and have to get back to positive HP, before they wake up and can do anything.

So, (to cut a long story short) to finish off that disabled bandit, just try hitting him again, to put him on negative HP :-)

No problem! All of that stuff is explained in detail in the ToEE manual as well. Imo it's well worth reading, as it will help explain a lot of subtle points like that, if you're not familiar with 3.5 edition D&D.
a good example why ppl whine about this being hard and that being weird - while not bothering even with the basics.

and no, "disabled' enemies don't prevent ending the combat. for all intents and purposes in ToEE they're as good as dead.
