Anyone else having issues getting Jayfie to appear near the laborer camp? I seriously have passed time, 1 hour at a time, for 2 days straight, and he never appears. Going to the Inn and resting until morning, and going back, does nothing.

How do I get him to appear at the top of the ramp like he's supposed to?

Talk to Burne in the tower, who will tell you about the supplies being tampered with, then go to the worker's camp and talk to the cook, who will let you know that the workers will be back at sundown. Now go to the construction site and find the labourer who tells you about Jayfie. Once you've spoken to the labourer, go away and come back another day.

Hm, I already have the quest Agent Revealed, so I have talked to Burne. When I go to the workers' camp, there are only 3 Peasant Laborers. I talk to anyone of them and get the same dialogue options, including information regarding Jayfie. I will talk to him and get this info and do other stuff for a day to see what happens.

At night he should be in the camp and during the day at the construction site behind the guard tower. If he doesn't appear, I'd leave the area/map and come back at daytime to check the construction site.

Ok, first my mistake... I confused the labor camp with the construction site.

I talked to the cook, then did the Woodcutter's Problem quest. When I returned, Jayfie was present at the construction site.
