I checked out this forum and some of the FAQs regarding must have skills and I keep reading that you can skip getting repair skills because just so long as you use basic weapons you can use repair kits. Well it seems I need a repair skill to use those so now I'm wondering if I should start over from the beginning so I can snag a repair skill or will I come across an implant or something later? I'm early on in Engineering BTW.

No need to restart the game. You're going to have plenty of opportunities to upgrade your skills moving forward. I put about 2 or 3 in repair (I think) and that was more than enough for the entire game. By the end of the game I had a fairly high maintenance skill and you can purchase those items to keep your weapons from deteriorating quite frequently so weapons breaking wasn't too much of a problem.
