if you are not running windowed then it's a gpu driver thing (issue).

I had the same problem on Mac. I fiddled around with some cfg files but with no results.
Then I found something:

- open the SystemShock2.app package content (by using the context menu)
- execute Wineskin
- goto Screen Options and set Extra Gamma Correction to none

et voilà
