DO care whether it's high quality or not. When someone spends time downloading and installing a mod, only to find that it's worthless crap, do you think he cares about stroking the ego of the person who posted it? No. No he does not.
In summary-- a healthy mod community needs honest, blunt feedback, not carebears.
I'm really, honestly, not arguing that. And, heck, if i came of too accusatory earlier I probably was, I was groggy. But there's a difference between being blunt and unfriendly, and all I'm saying is that I think you fell too far on the wrong end of that spectrum.
