Is there supposed to be a voice telling me what to do when I enter basic training? I get the sound of my footsteps but I can't hear the instructor telling me what to do.

yes. check your sound option, maybe they are muted. enable or disable openal.

I fixed it by lowering the 'positional sound bias' to about half. Now I can hear things.
