Okay, I'm not a Syndicate noob but I haven't played the game in ages and am somewhat confused now.
I've done five missions so far, finally decided to upgrade my agents and then noticed that the only body parts I have available are chests level 1 and 2. The R&D department is already developing level 2 legs while level 1 legs (as well as all other level 1 body parts) are nowhere to be found.
Does anybody have an idea what's going on? Have I run into a bug or something? I've also replayed the first and second mission after fully restarting the game and it's always the same - the only prosthetic I have available from the beginning is chest level 1 and R&D can only develop level 2 (or higher) body parts.
