Sounds like you may need to tweak the cycles in the DOSBox config file for the game. In game you can change the cycles by using CTRL+F11 to lower the cycles and CTRL+F12 to increase the cycles. You need to find the sweet spot for your machine. Too few cycles and the DOSBox emulation is too slow so the game lags, too many cycles and your CPU may not be able to cope, so it lags. I'm running it fine at 12000 cycles on my Core 2 Duo E8500 @ 3.16GHz.

Once you know the number of cycles you need (in windowed mode the number of cycles is shown in the window title bar) then you can update the game's .conf file to set the cycles so that you don't have to change them in game.
