I've seen this in youtube videos but I can't figure out how to enable it, and googling has been fruitless for me.

Below the avatar of each agent there are three bars which control (from top down) intelligence, perception and adrenaline. Simply fully drag them to the right side (see attached pic) and allow auto response.

Left and Right click at the same time will max all three bars at once.

Don`t your guys get addicted to that stuff or whatever is injected to make this happen?
I always thought it had bad long term effects to use that.
